Sen. Flake sees GOP contender backing gay marriage

WASHINGTON (AP) ? Republican Sen. Jeff Flake says it is "inevitable" that his party will see one of its own run for president while supporting gay marriage.

The Arizona lawmaker on Sunday said the shifting political landscape will eventually yield a candidate who backs same-sex marriage and predicts that candidate would find support within the GOP.

Fellow Republican Senators Rob Portman of Ohio has announced his support for gay marriage in states that choose to allow such unions and Lisa Murkowski of Alaska says her position is "evolving." Scores of Democrats in recent weeks have announced their support for gay marriages.

Flake says he still believes marriage should be restricted to straight couples and said he doesn't imagine he would change his position.

Flake spoke to NBC's "Meet the Press."

Afghanistan car bomb injures British troops, underscores transition hurdles

? A round up of latest global reports.

As Secretary of State John Kerry met with President Hamid Karzai and oversaw the symbolic handoff of a major military prison on a surprise visit to Afghanistan this week, a suicide bombing killed five police officers in the eastern city of Jalalabad Tuesday.

The Taliban quickly claimed responsibility for today?s attack, which also injured at least five Afghans at the police headquarters in the provincial capital, according to the Associated Press. In a separate incident today a car bomb blast injured at least 10 British troops on a patrol base in Helmand Province, according to the Guardian.

The timing of the violence highlights the major security challenges that remain as the United States attempts to wind down a decade of intensive military presence in the country and hand control to the Afghans.

The attacks came just hours after Secretary Kerry and President Karzai held a rosy news conference in Kabul on the state of US-Afghan relations, which have undergone particular strain in recent weeks after Karzai accused the US of working with the Taliban to deliberately keep the country weak.

But during his trip, Kerry was glowing in his appraisal of Karzai, declaring that he and the president were ?on the same page? when it came to Afghan security and reconciliation.

"I am confident the president [Karzai] does not believe the US has any interest except to see the Taliban come to the table to make peace and that we are completely cooperative with the government of Afghanistan with respect to the protection of their efforts and their people," Kerry told reporters.

Monday?s meeting was a pivot from the prickly interaction between Karzai and Defense Secretary Chuck Hagel on Mr. Hagel?s own trip to the country earlier this month. During that visit, Hagel and Karzai abruptly called off a joint press conference after tense closed-door negotiations failed to yield progress on key diplomatic questions, including the transfer of a key US-controlled prison to Afghan hands.

The American military formally ceded control of all but a ?small number? of prisoners in that facility, known as Bagram Prison, to the Afghans during Kerry?s visit Monday.

This marks the formal completion of a transfer of 4,000 Bagram prisoners that began a year ago, but hit several snags over perceived security threats. The US military, however, will continue to hold in its custody around 50 high-level foreign prisoners considered ?enduring security threats,? along with hundreds of Afghans arrested since the initial transfer deal was authorized last March, reports Russia Today.

Despite its limitations, however, the transfer has potent symbolic value for Afghanistan, writes The New York Times.

Bagram Prison was the most flagrant symbol of Mr. Karzai?s lack of control. Americans detained several thousand Afghans there, and Mr. Karzai had no power to release them. His effort to wrest the prison from the Americans began in earnest more than year ago, and nearly succeeded at least twice, most recently two weeks ago, a day before Mr. Hagel?s first visit.

Each time, American military commanders backed out because of worries that the Afghans might release Taliban prisoners, who would return to the battlefield and endanger American soldiers. This time, despite those concerns, the transfer went forward.

?It?s about a shift that?s going on in how the U.S. is looking at what?s important,? said one American official knowledgeable about detention issues. ?We have to look at the larger picture: What?s the U.S. strategic interest here??

Kerry rounded out his visit Tuesday by meeting with democracy activists and female entrepreneurs at the American Embassy in Kabul. There, he traded headers with the captain of the Afghan women?s national soccer team and lauded civic leaders preparing for the 2014 elections, according to the Associated Press.

"You're engaged in a remarkable effort and the whole world is watching," Kerry said.

Samsung Galaxy Note 3 to feature ?unbreakable display?: Report

With Samsung Galaxy S 4 already out in the open, the industry insiders have now started to focus on Samsung?s next big launch ? Galaxy Note 3. According to inside sources in Korea, Samsung is expected to use an unbreakable display in Note 3.

A report in asiae.co.kr has revealed that Samsung will be using some kind plastic OLED display in the Note II successor, or at least what I could understand from the Google translated version of the site.

The report further added that the unbreakable nature of the Note 3 display will be its most important feature. The Korean manufacturer is likely to showcase the new display at IFA Trade fair later this year and the company will begin the mass production of this display in fourth quarter (most prob. October). The Galaxy Note 3 is also expected to be announced around the same time.

The Korean publication has also noted that LG is ready with its version of plastic OLED unbreakable display and we might see it in Optimus G2 smartphone.

This is not the first time we are hearing about the presence of flexible or unbreakable display in a Samsung Android phone. Similar rumours came out before the launch of Note II and even Galaxy S 4, so I am a little sceptical to believe this year.

If true, this will certainly be the USP of the next Note series phablet.

Update: Another report originating from Korea has mentioned the Note 3 display size to be 5.9-inch instead of earlier rumoured 6.3-inch. The report also adds that Samsung will be showing the Note 3 prototype to AT&T in the United States.

Kerry urges Iraq to stop arms flow to Syria on Baghdad visit

Secretary of State John Kerry made an unannounced visit to Iraq on Sunday and said he told Prime Minister Nuri al-Maliki of his concern about Iranian flights over Iraq carrying arms to Syria.

Washington believes such flights and overland transfers take place nearly every day and help Syrian President Bashar al-Assad in his efforts to crush a two-year-old revolt against his rule, said a U.S. official, who spoke on condition of anonymity.

Kerry said he had told Maliki the Iranian flights through Iraqi airspace were "problematic".

"Anything that supports President Assad is problematic," Kerry told reporters. "I made it very clear to the prime minister that the overflights from Iran ... are in fact helping to sustain President Assad and his regime."

Speaking before the meeting, the U.S. official said the Iraqi government had inspected only two flights since last July and that Kerry would argue Iraq did not deserve a role in talks about neighboring Syria's future unless it tried to stop the suspected arms flow.

Iraqi officials denied allowing the transfer of weapons from Iran to Syria through Iraqi airspace. Abbas al-Bayati, a member of the Security and Defence parliamentary committee, said: "We have done our duty by randomly inspecting a number of Iranian flights and we did not find any leaked or smuggled weapons."

"If the U.S. is keen to push us to do more they have to give us the information that they have relating to this," he said.

More than a decade after the U.S.-led invasion that toppled Saddam Hussein, Iraq still struggles with insurgents, sectarian friction and political feuds among Shi'ite, Sunni and Kurdish factions who share power in the government of Shi'ite premier Maliki.

Sunni Islamist insurgents linked to al Qaeda and invigorated by the war next door in Syria - where Sunni rebels are battling Assad, an ally of Shi'ite Iran - are regaining ground in Iraq and have stepped up attacks on Shi'ite targets in recent months in an attempt to provoke a wider sectarian confrontation.

Kerry held talks with representatives of all three communities, including Osama al-Nujaifi, the Sunni speaker of parliament.

He also spoke by telephone to Massoud Barzani, president of Iraq's Kurdish region, whose regional government is pressing ahead with plans to build an oil pipeline to Turkey that Washington fears could lead to the break-up of Iraq.

According to reporters at a picture-taking session at the start of Kerry's talks with Maliki, the U.S. diplomat appeared to joke that Hillary Clinton, his predecessor, had said Iraq would do whatever Washington asked.

"The Secretary told me that you're going to do everything that I say," Kerry said, according to the reporters.

"We won't do it," Maliki, also joking, replied, the reporters said.

SUICIDE BLASTS

In his talks with Maliki, Kerry also asked the Iraqi prime minister and his cabinet to reconsider a decision to postpone local elections in two Sunni-majority provinces, Anbar and Nineveh, the U.S. official said.

The Iraqi cabinet last week postponed the votes, which were due on April 20, for up to six months because of threats to electoral workers and violence there - a step Washington believes will only increase tensions.

While violence has fallen from the height of the sectarian slaughter that killed tens of thousands in 2006-2007, insurgents have carried out at least one major attack a month since U.S. forces left. Bombings and killings still happen daily, often aimed at Shi'ite areas and local security forces.

More than a dozen car bombs and suicide blasts tore through Shi'ite Muslim districts in the Iraqi capital Baghdad and other areas on Tuesday, killing nearly 60 people on the 10th anniversary of the U.S.-led invasion that ousted Saddam.

Further complicating security, thousands of Sunni protesters have rallied in Anbar against Maliki, whose Shi'ite-led government they accuse of marginalizing their minority sect since the fall of Sunni strongman Saddam.

A new analysis has found that genetic alterations in a particular cellular pathway are linked with bladder cancer risk, recurrence, disease progression, and patient survival. Published early online in CANCER, a peer- reviewed journal of the American Cancer Society, the findings could help improve bladder cancer screening and treatment.

Alterations in the regulators of G-protein signaling (RGS) pathway, which is important for various cellular processes, have been implicated in several cancers. Eugene Lee, MD, of the MD Anderson Cancer Center in Houston, and his colleagues sought to determine the role of RGS alterations in bladder cancer risk, recurrence, disease progression, and patient survival. Dr. Lee is currently a fellow of Dr. Ashish M. Kamat. The researchers worked together with Dr. Xifeng Wu's Epidemiology Lab. They studied 803 patients with non-muscle invasive or muscle invasive bladder cancer and 803 healthy individuals.

After evaluating 95 single nucleotide alterations or variants in 17 RGS genes, the investigators identified several that were linked with overall risk of bladder cancer. The strongest association was seen with the rs10759 variant on the RGS4 gene: it was linked with a 0.77-fold reduced risk of overall bladder cancer. The researchers also found that with an increasing number of unfavorable variants, the risk of bladder cancer increased. "Screening for bladder cancer has proven to be difficult on a population level, and our work may be a first step in identifying molecular markers for potential genetic-based screening tests. This will help recognize specific groups at increased risk beyond the existing known risk factors such as smoking and chemical exposure," said Dr. Lee.

Dr. Lee and his team also revealed that in patients with non-muscle invasive bladder cancer, 11 variants were linked with recurrence and 13 variants were linked with progression. Ten were associated with earlier death in patients with muscle invasive bladder cancer; rs2344673 was the most significant, with an average survival of 13.3 months in patients with the variant compared with 81.9 months in patients without it.

In the current era of personalized medicine, an individual's genetic information can provide valuable information on screening, treatment, and surveillance. "Our study provides an initial step in how we can use a patient's genetic makeup to identify those at risk for bladder cancer. Furthermore, we can identify patients who already have a diagnosis of bladder cancer that are at increased risk of worsening of disease or dying from their cancer," said Dr. Lee. "The goal is to find as many genetic alterations that confer risk and create a panel of markers that would aid in diagnosis, treatment, and follow- up."

Rabbi Geoffrey A. Mitelman: 'As If': The Two Little Words We Too Often Ignore

"Each generation, people must see themselves as if they themselves went forth from Egypt."

That quote is the essence of why we celebrate Passover, read the Haggadah and hold a Seder. When we think about that sentence, we naturally focus on how Passover should inspire us to work for freedom and justice. But often, we overlook two crucial words in that sentence: "as if." And those two words may, in fact, be the most important ones.

The words "as if" inspired psychologist Richard Wiseman to write a new book called "The As If Principle," based on William James' idea that "if you want a quality, act as if you already have it." Wiseman highlights some fascinating research that shows that change doesn't always come from the inside out -- sometimes, change comes from the outside in.

In other words, if we act "as if" we were trying to improve who we are and how we behave, we actually do improve who we are and how we behave.

One striking example he brings up was a method to get heavy smokers to give up cigarettes. There have been all sorts of attempts to get people to give up smoking over the years, and most have used the scare route, such as public service announcements featuring people who have lost their voice box or ever-increasingly ominous warnings on cigarette packs. But John Mann, a researcher at Harvard, decided to try something different: role-playing.

Twenty-six very heavy smokers were randomly assigned to two different groups. One group was asked to behave "as if" they had been diagnosed with lung cancer, and even went into a room that looked like a doctor's office, complete with an actor in a white coat, X-rays and medical charts. This group was asked to think about how they would behave now that they "had" cancer. In contrast, the control group simply were simply presented information about how awful it would be to have lung cancer, but didn't do any role-playing.

What happened to the two groups? Before the study, all the participants were smoking about 25 cigarettes per day. At the end, the control group had cut back by five cigarettes. But the role-playing group had cut back by 10. Even years later, the group that had to act "as if" they needed to change their lives actually did.

Role-playing, acting "as if" we were someone else, changes our outlook and our behavior, and so that is why the Seder commands us to act "as if we ourselves went forth from Egypt" -- because Passover, at its heart, is truly an act of role-playing. We have props (the seder plate, Elijah's cup), stage directions (recline, drink wine) and a script (the Haggadah). And they are all designed to help us act as if we ourselves went forth from Egypt.

So what outlook or behavior is Passover trying to get us to change? Rabbi Lawrence Hoffman, who calls the Haggadah "the script for a sacred drama" in order to help us to role-play more effectively, argues that it's to help us connect to our history, our community, and our obligations to others. As he says, when we host our Seder and act "as if we ourselves went forth from Egypt,"

[we] do not just "play" the roles, [we] are the roles, and [we] take the roles so seriously they [we] internalize them as [our] identities. When the actress playing Lady Macbeth leaves the theater, she is not expected to murder someone on the way home; when Jews put down their Haggadah, they are expected to have a heightened sense of Jewish identity and to be more attuned to their Jewish responsibilities. People, that is, who leave the Seder and ignore the plight of the homeless have missed the point. (Hoffman, 'My People's Haggadah Vol. 1,' 5-6)

The "as if" principle teaches us that "once you behave as if you were a type of person, you become that person." So on Passover, when we act "as if" we ourselves went out from Egypt, we are also leading ourselves to act like people who care deeply about the oppressed, who fight for justice and who extend a hand to those less fortunate.

And when we act that way, we soon realize that we aren't simply role-playing; we truly are changing ourselves and our world for the better. Indeed, those two little words that we too often ignore -- "as if" -- are truly what allows us to transform our hopes and dreams into our reality.

Subway worker stuck in chest high mud 75 feet below ground

NEW YORK (AP) ? A subway construction worker was stuck in mud for hours in an underground tunnel in New York City before being rescued.

Fire officials say the worker was pulled out shortly after 12:30 a.m., about four hours after he became stuck up to his chest in the tunnel 75 feet below ground. Authorities say he was treated for hypothermia and is in serious but stable condition at a hospital.

More than 150 firefighters responded to the site on Manhattan's Upper East Side, where the Second Avenue subway line is under construction. Three firefighters have suffered non-life threatening injuries. A Consolidated Edison vacuum truck helped remove debris.

It happened at around 8:30 p.m. Tuesday.

In September, a controlled blast at the subway construction site sent rocks flying into the streets.

Follow-up study describes declining efficacy of malaria vaccine candidate over 4 years

Mar. 20, 2013 ? Long-term follow-up of a phase II study from KEMRI-Wellcome Trust Research Programme and Oxford University researchers in Kenya shows that the efficacy of a malaria vaccine candidate, RTS,S, wanes over time and varies with exposure to the malaria parasite.

The findings will help to inform which populations are likely to benefit most from the vaccine candidate. They also have important implications for the design of future clinical trials of this and other vaccine candidates and highlight the importance of long-term follow-up studies for assessing vaccine efficacy.

The study involved 447 children in Kilifi, Kenya, who had been part of an earlier phase II trial to assess the safety and efficacy of the vaccine candidate. Of the 447 children, 320 completed four years of follow-up. The analysis, which was published today in the New England Journal of Medicine, was designed to look at how well the vaccine candidate protects against malaria over time.

Initial results from larger ongoing phase III studies showed that the candidate RTS,S vaccine reduced malaria over 12 months of follow-up by approximately half in young children and one-third in infants. The new findings on long-term follow-up of an earlier phase II study reveal that the vaccine efficacy dropped from 43.6 per cent protection against malaria in the first year to zero by the fourth year after vaccination.

The study's senior author, Dr Phillip Bejon (Research Fellow at the KEMRI-Wellcome Trust Research Programme and the Centre for Tropical Medicine, University of Oxford), said: "Despite the falling efficacy over time, there is still a clear benefit to the vaccine candidate. Many of the children will experience multiple episodes of clinical malaria infection, but overall we found that 65 cases of malaria were averted over the four-year period for every 100 children vaccinated. We now need to look at whether offering a vaccine booster can sustain efficacy for longer."

The study also shows that relative vaccine efficacy declines with increasing exposure to malaria, from 45.1 per cent among children with below-average exposure to malaria to 15.9 per cent among children with above-average exposure to malaria. The relative efficacy describes the number of cases of malaria that were avoided by vaccination as a percentage of the total number of cases in that group: because there were many more cases of malaria at higher exposure, the cases averted per 100 children vaccinated actually increased from 62 at below-average exposure to 78 at above-average exposure.

The study's lead author, Dr Ally Olotu, a Wellcome Trust PhD student at the KEMRI-Wellcome Trust Research Programme and Oxford University, explains: "We need to consider whether relative efficacy or absolute number of cases averted is the more informative measure. These are key pieces of information required for us to understand how best to use this vaccine and the regimes of boosters that will be required to provide optimum protection."

Latest figures estimate that there are 1.44 billion people living in regions of stable malaria transmission worldwide. Most deaths occur among children living in Africa, where a child dies from malaria every minute.

According to a report from Korea's Yonhap News, LG suspects the S 4 might violate eye-tracking patents used in the Optimus G Pro. 2013 budget: FG releases N400bn for capital projects ? The Punch ...

The Federal Government has begun the implementation of the 2013 budget with the release of N400bn for the execution of capital projects in the first quarter of the year.

The 2013 budget was signed into law by President Goodluck Jonathan on February 26 amid reservations.

The President had while signing the budget said an amendment bill would be sent to the National Assembly to address grey areas in the one passed by the legislature.

The identified grey areas include reduction in personnel cost; reallocation of capital expenditure by lawmakers; and reallocation of the budget for the Subsidy Reinvestment and Empowerment Programme.

But while the National Assembly awaits the amended bill, which will be sent in form of a supplementary budget, the Minister of Finance, Dr. Ngozi Okonjo-Iweala, said in a statement issued by her Senior Special Assistant (Communications), Mr. Paul Nwabuikwu, that the decision to release the N400bn was to give impetus to the execution of projects captured in the budget.

Of this amount, she said that N120bn had been set aside to cater for two important initiatives.

They are N75bn for the repayment of bonds and N45bn for the payment of workers of the Power Holding Company of Nigeria.

The N75bn for repayment of bonds, according to the minister, is in line with the new debt management strategy of the Federal Government.

The strategy, she noted, would focus on how to reduce the stock and flow of debt in a proactive manner.

The statement read in part, ?The Federal Ministry of Finance has released the sum of N400bn as first capital budget to give impetus to the execution of projects captured in the budget 2013.

?Of this amount, N120bn had been frontloaded to cater for two important initiatives; including N75bn for retiring bonds, which have come due; this is in line with the new debt management strategy, which focuses on reducing the stock and flow of debt in a proactive manner; and N45bn for the payment of PHCN workers.?

Okonjo-Iweala had last week during a presentation on the 2013 budget said the government remained focused on critical economic and social sectors driven largely by private sector activities.

To achieve this, she had said N497bn was allocated to key infrastructure, including power, works, transport, aviation, gas pipelines and Federal Capital Territory; human capital development (education and health), N705bn; and agriculture/water resources, N175bn.

She had said, ?We recognise that Nigeria?s infrastructure deficit remains one of the binding constraints to growth in the economy. Therefore, our strategy is to prioritise infrastructure investments in the budget and also to leverage additional external financing for infrastructure investments in the country.

?For example, the 2013 budget has some important infrastructure projects in the transportation sector such as the second Niger Bridge.?

She also said the Federal Government?s would further reduce annual domestic borrowing as well as defray the debts of Nigeria?s foreign missions.

For instance, the minister had said the annual domestic borrowing to finance the budget deficit had been reduced from N852bn in 2011, to N744bn in 2012 and N577bn in 2013

Okonjo-Iweala said, ?We are also making concerted efforts to defray the debts of our foreign missions. In this context, we have made a provision of N13bn in the 2013 budget to help clear the accumulated debts as at the cut-off date of June 2012.

?Government has also established a committee under the chairmanship of the Minister of Foreign Affairs, which will work out a system to better manage the assets of our foreign missions.?

The 2013 budget makes provision for an aggregate expenditure of N4.987tn, representing an increase of 6.2 per cent over the N4.697tn appropriated for 2012.

Senators: Reform military justice system on rapes

Sen. Jeanne Shaheen, D-N.H., shares her thoughts on the staggering number of military sexual assaults and what Congress can do to stop them.

The investigation of accused military rapists should be removed from the chain of command and handed to trained prosecutors, perhaps installing an era of civilian oversight within the armed forces justice system, according to senators who Wednesday heard testimony from three ex-service members who were sexually assaulted while on duty.?

The push for an overhaul in how the military handles reported rapes in its ranks was repeatedly underscored during the hearing by references to the recent decision by a top Air Force general to overturn a military jury?s verdict against a fellow pilot convicted of raping a woman who had been assigned to a hospital at Aviano Air Base in Italy.

The Aviano ruling ? which set aside a one-year brig sentence for the convicted rapist ? is ?yet another example of an abuse of authority taken by a commander that will have a chilling effect on military judges, prosecutors, and juries and inhibit victims from coming forward,? testified Brian Lewis, a former Navy petty officer, who was raped in 2000 by a senior non-commissioned officer service. Lewis became the first male rape survivor ever to testify before Congress about such an assault. The hearing also marked the first Senate attention to military sexual assault in nearly 10 years.

?The epidemic has not been successfully been addressed in decades of review and reform by the Department of Defense or by Congress ? (There is) inherent bias and conflict of interest present in a broken military justice system,? Lewis testified. ?The reporting, investigation, prosecution and adjudication of sexual assault must be taken out of the chain of command and (placed) into an independent office with professional, military and civilian oversight. (The current system) ? is another way that the Department of Defense fails us.?


Another veteran, former Army Sgt. Rebekah Havrilla, told the panel ? part of the U.S. Senate Committee on Armed Services ? that she was raped in 2007, a week before she was scheduled to leave Afghanistan for the United States. When she confided the attack to an Army chaplain, he told her the rape ?was God?s will and that God was trying to get my attention so that I would go back to church,? she testified, adding that her rapist later posted on the Internet images of her sexual assault.

Havrilla testified that?she initially decided to not report the rape because she feared retaliation from the male members her her bomb-disposal unit. After she did report the rape to her commanders, the alleged offender was not punished, she further testified.

?Commanders were never held accountable for choosing to do nothing. What we need is a military with a fair and impartial criminal justice system, one that is run by professional and legal experts, not unit commanders,? Havrilla testified.

At least four senators on the Senate subcommittee said they favored the notion of adding independent prosecutors to the portion of the military-justice system that deals with sex assaults - or agreed that some version of fundamental reform is needed in how the armed forces handle rape reports.?

?I do not believe that the current system adequately meets our standard,? said the subcommittee?s chairwoman, Sen. Kirsten Gillibrand, D-N.Y. ?A system where less than one than one out of 10 reported perpetrators are taken to trial for their alleged crimes is not a system that is working. And that is just the reported crimes. The defense department itself puts the real number closer to 19,000 (rapes and unwanted sexual contacts per year, which means only) one out of 100 alleged perpetrators are faced with any accountability at all.

?We need to take a close look at the military justice system and we need to be asking the hard questions with all options on the table, including moving this issue outside of the chain of command so that we can get closer to a zero tolerance policy.? She added that the Aviano reversal, made by Air Force Lt. Gen. Craig Franklin, was ?shocking, and should compel all of us to take the necessary action to ensure that justice is swift and certain, not rare and fleeting.?

Equally disturbing, Sen. Richard Blumenthal, D-Conn., argued that military rapes and how such cases are treated within the ranks are so destructive, they could potentially harm the future retention and recruitment of forces, particularly of women.?

"This issue really demands immediate action and not just tinkering around the edges," Blumenthal said. "The problem is the equivalent of having an IED in every unit."

Leaders from all five branches also testified about the litany of policy and cultural changes being installed to prevent and prosecute sex assaults, and to encourage more victims to report. They argued, however, that the power to investigate and ultimately punish suspected sexual offenders must remain within the confines of each branch.?

"For so long as we hold our commanders accountable for everything that a command does or fails to do then they must have these types of authorities," Marine Corps Maj. General Vaughn A. Ary. "They are responsible for setting command climate. They are are responsible for the culture. And it is their leadership that we have to hold accountable. They need to be able to preserve the good order and discipline to accomplish their missions."

Kaze: A Gateway to Delicious Japanese Fare | One Clean Plate ...

Kaze is located on the bottom floor of the newly renovated Color Building. There?s also a bar/lounge in the back and courtyard.

The winds of change have been blowing strongly through Over-The-Rhine these past few years. Both the city and private firms have invested millions of dollars in its continuing revitalization. With the complete remodel of the historic Cincinnati Color Building by 3CDC one more breeze has joined the gale ? Kaze

Kaze is a new Japanese gastropub / sushi bar located on the first floor of the Color Building. It?s the product of co-owners Jon Zipperstein of Embers in Kenwood and Hideki Harada formerly of Embers and Boca among others. The restaurant offers a trio of experiences with a relaxed dining area, hip lounge and landscaped beer garden.

We had been hearing great things, so decided to go check out this new arrival to OTRs Gateway Quarter ourselves.

The first thing you?ll notice is that Kaze is one of a handful of restaurants in OTR that offers valet parking, so if you?re coming down from outside the 275 loop and are worried about finding a space you needn?t worry. What you should worry about is making reservations. We arrived at a little after 5 p.m. on a Saturday night and the main dining room was booked solid.

Thankfully, they have their bar / lounge area in back which is first-come-first-serve seating and offers the full menu. The transition from the contemporary but subdued dining area to the hip, upbeat lounge area was striking. The serenity of the former was replaced with thumping music, the bustle of servers tending to the other patrons and the flicker of anime and Japanese movies on a row of screens in the wall. The music was loud enough to enjoy, but not so deafening as to destroy a conversation.

TVs on the wall, loud music, low lighting and funky decor give the lounge a comfortable, relaxed vibe.

The lounge area has the bar, standing tables and a few tables with seats.

After finding a nice spot our server introduced himself and informed us Happy Hour was running from 5:00 to 7:00 p.m., so we started out with a house hot sake and a Sapporo draft beer while we perused the menu.

The offerings at Kaze are a wonderful blend of traditional Japanese foundations applied in a decidedly modern fashion. I hesitate to call it ?fusion? ? fusion to me conjures up images of half-assed buffets and ?sushi? made by people who can?t be bothered to learn to make the real thing.

The work Hideki Harada and his team do at Kaze is so much more than that. Excluding the sushi and drink offerings, the menu is small ? it fits on a single page ? and is broken into a handful of categories. It was clear Mr. Harada knew exactly what he wanted to offer and nothing more. No fluff. Kaze knows what it is, and it would show us that several times throughout the night.

We decided to go all out and split a sampling of a variety of things. In the appetizers section we chose the Niku Sliders, from the yakitori section came the Momo, for our rolls we selected half orders of the Cobra Kai and Big Ass Roll and, lastly, for our entrees decided upon the Pork Cheeks and the Hanger Steak.

The Niku Sliders filled with delicious Korean-style short rib and cucumber kimchi are the perfect bar food on a cold day.

Perfectly grilled, the Momo came with two sauces: a spicy Japanese honey mustard and a sweet saam sauce.

Since we ordered everything all at once, our server portioned everything out into courses for us. The first dishes to arrive were the Niku Sliders and the Momo. There?s an obvious focus on presenting the food as art, and each selection was laid out as beautifully as it was delicious. The Niku Sliders consisted of Korean barbecue style short rib with cucumber kimchi nestled into small buns. The short rib was incredibly savory with just the right touch of sweet to not be overwhelming.

The Momo was a pair of grilled chicken thigh skewers accompanied by dabs of both Japanese honey mustard and saam sauce. The chicken itself was grilled perfectly ? tender and juicy but with just the right amount of char. As good as they were on their own the two sauces made them fantastic. Caroline?s favorite was the Japanese honey mustard, which had the normal sweet & tangy flavor combination but with a hint of what I think was wasabi. My favorite was the saam sauce, which added a little more sweet than the honey mustard and brought more balance to the grilled flavor of the chicken.

Either way, they paired really well with the Sapporo.

For the second act our server brought our half-and-half order of the Cobra Kai and Big Ass Rolls. This is the one area where I have to admit that I was a touch underwhelmed. The Cobra Kai rolls were shiso, kampachi and cucumber with a jalapeno ponzu while the Big Ass Rolls contained Eel, egg, crab, Kaze?s house made pickles and an old-fashioned Edo style tsume sauce.

With names like ?Cobra Kai? and ?Big Ass Roll? who wouldn?t want to try them?

It?s not that the rolls weren?t good ? they were. It?s just after the fantastic Niku Sliders and Momo my expectations were for greatness and they just didn?t quite deliver. Both rolls had very subtle flavors, the Big Ass Rolls having just a touch of sweetness to them while the Cobra Kai carried more of the delicate flavor of the kampachi. I remained unimpressed though, and look forward to trying some of their more traditional sushi offerings to see how they compare.

For what it?s worth, the flavor of the Cobra Kai blended well with the house sake which ? for a hot sake ? was surprisingly fruity with a sweetness that highlighted the fish in the rolls.

Almost as soon as we finished the waiter whisked away our plates and returned in a few moments with our entrees and any amount of disappointment over unmet expectations left linger from the rolls was washed away.

The Pork Cheeks sat in an artful pile atop the perfectly cooked and nearly translucent daikon which itself was laid atop baby kale, onions and what I think were slivers of garlic in a dashi soy broth. Every bite of pork was soft enough to melt in your mouth and provided an explosion of flavor with each bite. Combined with the braised daikon and a touch of the kale it was perfection.

The Hanger Steak was thinly sliced and perfectly grilled to a beautiful red. It was arranged neatly on a bed of roasted fingerling potatoes and onions with a light drizzle of Argentinian chimichurri on top. All together it was wonderful, the steak and potatoes made for a delicious combination and the chimichurri added that small extra touch needed to bring out the flavors. Even so, I didn?t like it quite as much as I had liked the pork cheeks.

Then I hit the bacon.

Simple and delicious, the Hanger Steak tasted best with the bacon and dabble of chimichurri.

On the bottom lay thin strips of bacon that, when combined with the potatoes and steak, elevated the dish from really good to incredible. Best of all, while the prices are relatively high and the portions are relatively small, we found we were completely satisfied by our entrees ? again Kaze knew exactly what it was and delivered it perfectly.

When the server came again to clear our plates we originally thought our meal was at an end ? but then we were offered dessert. The desserts aren?t listed on the menu, so the server described what they had available. We chose his two recommendations, the house made fortune cookie with salted caramel and chocolate wasabi ice cream and the s?more made with a mushroom foam on also house made graham crackers.

Both delivered just as much as the entrees had. The fortune cookie was ok on its own, but was excellent with the ice creams. The chocolate wasabi in particular, while potentially sounding off-putting, was excellent in much the same way a good chocolate & cayenne ice cream is. The s?more was heaven. Kaze could?ve easily made the mistake of producing a s?more that was cloyingly, obliteratively sweet ? but they showed restraint tempering it with just the right amount of saltiness in the mushroom foam to give it the addictive quality of chocolate covered pretzels.

A touch of sweet and a hint of salt make these unique s?mores addicting. Seriously, we dream about them.

We left Kaze that night with extremely happy taste buds and the growing suspicion that we would be back many, many times in the future. By 6:30 the lounge area had filled with a large crowd undoubtedly there for good drinks, good sushi and good conversation and it showed no sign of slowing down by the time we left.

Verdict: A Required OTR Stop

Kaze simultaneously has a bit of a split-personality and yet is extremely confident in what it is and wants to be. The front dining area (which you should definitely get reservations for if you want to dine in) was a contemporary and serene oasis of inspired modern Japanese cuisine. The lounge area on the other hand was upbeat, loud and nearly the dichotomous opposite of the space right behind the shared wall.

This dining duality is deftly handled as Kaze is unabashed about who it?s for and what it offers. It doesn?t pull any punches. Case in point, I heard the f-word no less than 5 times in the music they were playing (which was excellent, by the way). A more timid restaurant would?ve worried about offending people. Not Kaze. That sense of confidence was exuded by everything from the decor to the dishes and it really pulled together the whole experience of the evening.

Beyond all that the food ? with the possible exception of the underwhelming sushi rolls ? was absolutely fantastic. Every dish delivered in both flavor and presentation in a way that left us completely satisfied. While a potentially pricey option there?s no sense of extortion at Kaze that can come from some upscale restaurants ? you may have a sizable bill at the conclusion of your meal but you?ll leave knowing you got every bit of what you paid for.

We?ll be going back. Often. I encourage you to do the same.

Sabah stand-off shakes up Malaysian politics: Voice of Russia

Sabah, what is today the state of Sabah in Malaysia used to be a dominion of the Sultanate of Brunei until the British came and essentially split up that Sultanate, which remains till this day but the territory it controls is very small. At one stage it controlled vast parts of Borneo and parts of what is now the Philippines. A subsequent sultanate, the sultanate of Sulu, which still lays claim to Sabah, over which we?ve read a lot in news lately, because they sent a detachment of over 200 armed guards or militants to state that claim, currently claimed to have a power over this territory or parts of this territory and that claim has never really been resolved, so until this day the Malaysian state actually pays what some people call session money, what other people call rental money to the heirs of the sultan of Sulu, which was agreed a long time ago between the British and the sultan of Sulu. And so there is this ongoing discrepancy of histories if you like, the discrepancy of the heirs or decedents of the sultan of Sulu, the state of Sabah is still part of their inheritance if you like, although long time ago they?ve given up sovereignty to the Philippines state, so they are not a sovereign sultanate or sovereign state in any way, they can?t make claims, only the Philippines can make claims over Sabah, and they have tried to take it to the international court of justice but Malaysia would not entertain that for obvious reasons, Sabah is home to large oil reserves, forestry, palm oil and has been an integral part of the Malaysian state since 1960s and indeed it?s been instrumental in maintaining the current ruling coalition in Malaysian government since 1957 since the authorities of Sabah joined the federation in 60s because they?ve managed to get substantially more votes in east Malaysia than in west Malaysia and had east Malaysia voted similar to west Malaysia in the last election, we wouldn?t have seen a change in government already in Malaysia. So, the current government is quite dependant on both Sarawak and Sabah as a voting block.

Do ethnic differences play a serious role in the domestic policies?

It is a very difficult and complex issue and there is actually a big difference in terms of the ethnic question in west Malaysia and east Malaysia. In west Malaysia it is really about Indian, Chinese and Malay identity politics around that, whereas in east Malaysia it is quite different because there is a vast or much larger proportion of indigenous people and a lot of them are not Muslims so the issue of Islam does not arise as it does in west Malaysia and so especially Sabah has much more of a cosmopolitan history and ethic than, say, west Malaysia where identity politics that has been imbued with religious politics or the identity politics around religion is much more pronounced. So, in fact one of the biggest minorities in Sabah is Philippines and in a way the makeup of Sabah is much more diverse than the makeup of west Malaysia, that has a very different ethnic politics that happens over there.

What actually keeps this country together?

The politicians have been very good at building alliances. From the outset, from independence in 1957, the ruling government decided to use consociation rule, which meant that each of the major ethnic groups had a seat at the table, so the ruling coalition is made up of a Malay party, Chinese party and Indian party but they also included power brokers from the two eastern states ? Sabah and Sarawak, and also gave them a lot of concessions when they joined in 1963 in terms of maintaining some extra royalties, oil and forestry concessions and also in terms of immigration controls. So, even if you are Malaysian citizen from west Malaysia, if you travel to Sarawak, you have to show your passport and they can let you in or not let you in. So, they have some extra powers but the Malaysian state is relatively centralized and they?ve managed to keep all the states in check if you like through a very strong federal government and partly because the federal government has most of the pulling strings in their hand, so the states have to toe the line if they want to get even royalties from their own offshore oil, for instance. So, the federal state is very strong and remains very strong in Malaysia, which is partly why this episode in Sabah right now is quite strange and has a lot of people asking penetrating questions about what?s happening, how could just over 200 armed militants take over an area and retain it for weeks, how come the Malaysian government hasn?t sent troops much earlier and tried to get control over their sovereign area. So, there are the questions that have not been answered and in fact we haven?t actually heard a lot from what?s happening in those areas, there?s lots of internet postings and blog posts and the twitter is ablaze with speculations as it always is but we haven?t had a lot of concrete evidence and reporters on the ground giving us a better picture of what is going on. They have good relations which China and certainly in economic terms Malaysia is a major trading partner with China and because of a large group of Chinese within Malaysia who do a lot of business with China, they have very good relationships but I wouldn?t say they have a special relationship that was better than other countries within the region in general.

With a changing political environment in that region could the Chinese count on them as their allies?

If you are thinking around issues like the South China Sea, I wouldn?t think so, but I also wouldn?t think that they are an enemy of any kind. China has on occasion raised the issue of treatment of Chinese citizens within Malaysia but they have very cordial diplomatic relationships and obviously a very strong economic relationship that will impact how far either party will push a certain issue. One of the conspiracy theories that is currently doing the rounds is about the election, and there is an upcoming election and the prime minister Najib has to call an election very soon, he can?t call one before April 21st, and if he doesn?t, then the elections commission has to call one within 60 days and it is usual that the prime minister would call it earlier at a time when his approval ratings are high. Now, PM Najib?s approval ratings have been going down quite rapidly over the last couple of weeks, so he is unlikely to call it now. A standoff in Sabah could delay elections certainly in Sabah perhaps, maybe even in the entire country, it could show a force on his part, could reassert him, could give him a bounce back in the polls. I mean these are some of the questions being asked - why now? I mean these claims from the sultanate of Sulu have been there for a very long time and the timing does seem either suspicious or odd at least and raise questions especially because his poll showings are quite bad and the opposition has worked very hard since already shaking up the establishment in 2008 in the last election when they denied the ruling coalition a 2/3 majority, which it had enjoyed since independence, and a lot of observers expect the opposition if not to outright win, to cause another major shakeup in Malaysian politics at the next elections.
